Appointment Alert Pop-ups

Background

The general is goal is to minimize the pop-ups to the end user. The APPT_VALIDATION macro was created because the in-built Alerts settings pops up too late when booking an appointment (e.g., admin instructions to book with female clinician only is seen after the appt has been booked) (see EMR-1625 for cancelled paid enhancement request).

Current State

When users manage appointments, there may be two kinds of alerts:

1. Errors and Warnings pop-up
2. Alerts pop-up
