You may click Workflow and change it:
View appropriate team workflow:
Intake: Prioritize by Program
Select Program and then select Backlog and drag and drop based on Priority.
Prioritize Internally (PCCIS)
Select Internal Program and then select Backlog and drag and drop based on Priority.
